Beijing’s decisions on trade, technology, regional security and economic reform continue to influence its relationships with major global powers.

China’s ruling Communist Party has intensified its campaign against corruption and internal misconduct, expelling 33 officials following a major four-day leadership meeting in Beijing. The developments highlight President Xi Jinping’s continued efforts to strengthen political discipline and consolidate authority within the party and military.

The meeting, known as the Fifth Plenum of the 20th Central Committee, recorded an unusually high number of absences. According to figures reported by Reuters, 279 of the 376 full and alternate members originally identified in 2022 attended the gathering. The absences reflect the scale of leadership changes and disciplinary investigations taking place within the party.

Military leadership faces major changes

China’s military leadership has been particularly affected by the anti-corruption campaign. Five of the seven members appointed to the Central Military Commission in 2022 have been removed, leaving Xi Jinping and disciplinary official Zhang Shengmin as its remaining members.

During the meeting, Zhang was elevated to the Communist Party’s powerful Politburo, a move that underscores the importance of internal discipline within the military establishment.

The party has presented the campaign as necessary to address misconduct, strengthen institutional accountability and protect national security. However, the scale of the removals has also raised questions among analysts about leadership stability and the future direction of China's military command.

Preparations begin for the 2027 leadership congress

The plenum also confirmed that the 21st Communist Party Congress will take place in the second half of 2027. The congress is expected to be a major political event, potentially bringing significant changes to China's senior leadership.

Xi Jinping is widely expected by analysts to seek another five-year term as the country's top party leader. The preparations could influence the selection of senior officials and the future direction of China's domestic and foreign policies.

What this means for China

The latest developments demonstrate that political discipline remains a central priority for China's leadership. The government is seeking to maintain control over party institutions while addressing corruption and strengthening the military.

For international observers, the leadership changes will be important to watch as China continues to navigate economic challenges, regional security concerns and competition with the United States.

The coming months may provide further indications of how Beijing intends to balance political control, institutional reform and long-term national priorities.
